Note: RAS is a relative metric, so the database to which it is compared is incredibly important. As such, it’s important to note that the quality of data, and just as importantly the low volume, make results prior to 1999 contain higher variance than years 2000 and after when the quality of reporting improved and the volume jumped due to public interest.
